Gangtok (Sikkim) [India], March 29 (ANI): Bharatiya Janata Party President and legislator Dilli Ram Thapa blew the horn on the off-budget borrowing by the Sikkim government claiming that Sikkim falls behind only Telangana, terming the borrowing as a ‘death trap’.
